I have invented a set of rules describing a game such as I was looking for. The rules aren't yet complete, because not all major arcana have specific effects, but the rest is very precisely described. I don't know, however, how interesting this game is: it may turn out to be totally boring, maybe because there are too strong cards or too strong moves, or trivial winning strategies, or nasty things like that.
