The day that the ISO-week new year begins and whether it has 53 weeks is determined by the dominical letter as shown at <URL: http://www.eleves.ens.fr:8080/home/madore/misc/calendar.html#gregorian.computus.dominical >.

ISO-Week New Year
G Jan 1
F Dec 31
E Dec 30
D Dec 29
C Jan 4
B Jan 3
A Jan 2

In leap years only the first dominical letter is used to determine the new ISO-week year.
An ISO-week year has 53 weeks if and only if its dominical letter contains a D.
